Purpose and Summary

The purpose of this new Health Information Access Policy is to document and establish how the University facilitates the access, exchange, and use of Electronic Health Information (EHI).

New federal law (Information Blocking Rule - 45 CFR Part 171) requires that access to electronic health information be made available when legally and practically permitted. This policy will aid the departments that create such data to comply with the new requirements and lessen the risk of enforcement or complaints. Denying access to health information now creates a federal compliance risk that is similar to HIPAA and GDPR compliance requirements. This policy will also improve patient and student access to health data when requested.
