Purpose and Summary

The purpose of this Policy is to establish the University of Arizona (University) requirements for obtaining and using parking permits on University Property. 

As authorized by A.R.S. section 15-1627, the University has the authority to adopt policies for the control of  Vehicles on University Property. 

Scope

All Permit Holders who operate a Vehicle on University Property must comply with this Policy. 

Definitions

Affiliate means an individual who is not a Student or Employee and who has a documented, University-sanctioned basis for being on University Property, including but not limited to retirees, volunteers performing University-approved service, participants in University-sponsored programs, vendors, contractors, and Designated Campus Colleagues (DCCs). Residing near University Property does not, by itself, establish Affiliate status.

Employee means all University employees, including faculty, staff, graduate assistants/associates, and student workers, whether their employment is full-time, part-time, permanent, or temporary.

Legal Parking Space means a space designated by two white stall lines in a paved area, by concrete bumper blocks or wheel stops in an unpaved area, or by signage in the case of parallel parking

Vehicle means a self-propelled vehicle used to transport people or cargo. This includes gas-powered cars, hybrid and electric cars, motorcycles, and autocycles.

Permit Holder means a University Employee, Student, or Affiliate who has been assigned a valid parking permit.

Student means any person enrolled in one or more credits at the University, including enrolled Employees.

Unit means any University college, school, department, program, or other operating unit.

University Property means all land, buildings, and other facilities owned, operated, leased, or controlled by the University. 

Policy

  1. Parking permits grant parking privileges solely in designated areas specified in the parking permit type description, unless posted signage directs otherwise. 
  2. Parking permits do not guarantee a parking space but allow parking when a Legal Parking Space is available. Inability to find a Legal Parking Space does not constitute a license to violate this Policy.
  3. Individual Parking Permits
    1. Purchase
      1. University Employees, Students, and Affiliates may purchase parking permits.
      2. All outstanding citations must be paid to purchase a parking permit.
      3. University funds cannot be used for University parking fees and parking permits for Employees’ personal use per FPM 6.1 General Expenditure Policy.
    2. Permit Holders are strictly prohibited from selling or improperly sharing their assigned parking permits with others.
    3. Individuals using a lost, stolen, or counterfeit parking permit will be cited. The University of Arizona Police Department may be contacted if criminal action was taken to obtain the parking permit. Additionally, the individual may be referred to the Dean of Students for a Code of Conduct review if the individual is a Student.
    4. Permit Holders are required to maintain an updated mailing address in UAccess. 
    5. All Permit Holders are required to link their license plate to their parking permit in the Parking Account Portal before parking in their assigned area. A license plate can only be linked to one account or parking permit. Parking permits may be linked to a maximum of three Vehicles, but only one Vehicle can be parked in the permit holder’s assigned area at any given time. It is the Permit Holder's responsibility to maintain current Vehicle information.
    6. Permit Holders are responsible for all citations issued to any Vehicle registered under their account or linked to their parking permit, regardless of who is operating the vehicle. 
  4. Parking Permits for Units, State Vehicles, Contractors, and Vendors
    1. The University offers a variety of specialized parking permits to University Units, University state vehicles, contractors, and vendors to conduct official business on campus. Such parking permits cannot be used for personal parking. Violations may result in parking permit revocation.
    2. Companies operating on University Property for commercial purposes must obtain prior approval from the Operations Director of Parking & Transportation Services or their designee.
  5. Parking & Transportation Services has the right to reserve parking lots, streets, and parking garages, either partially or entirely, for special events, construction, or maintenance purposes. Permit Holders of the assigned parking garage, lot, or street will receive notifications via their University email addresses regarding relocation parking areas during these times.
